Charging batteries problem
I'm not getting a charge to my batteries. I thought maybe the charger was shot, but when I tested it, I am getting 13.6V output. So that's not it. Coming off the charger is 2 red wires that each go...

Replace them-- they are inexpensive. The reduced voltage coming out of the resettable breaker suggests internal resistance/poor connection.
