Do look at the short-lease option for an apartment. After looking at options for becoming Snowbirds and the dismal-to-nonexistent wifi at RV Parks - we opted to buy a condo....LOL! Even if you CAN log on, many systems will kick you off after 10 minutes or so to prevent streaming video.
Yes, you can go without using propane - our truck camper doesn't have propane, and we cook like backpackers and use a cooler when traveling with that. In our case, it's no big deal - we have a whopping $1000 invested in the camper, so resale is a non-issue. But I agree with others, selling an RV without a propane system will be difficult and costly.
But seriously - even if you just pack up a tent and sally forth for a bit, you'll see that wifi is going to be a real stinking point unless you provide your own hotspot.
