There are many reasons for not having a connection to a dump station water hose as had been outlined here. Flushing black tanks should be done at home, and if on the road simply seek a full-hookup campsite with water and a dump and do it there. Such an effort can take some time and the next guy in line will be PO'd waiting for you. Yes, you can say you might do it at an unbusy time but Murphy's Law will always come into play.
