WOW, you don't have a Monaco coach that has experienced this KNOWN problem on 2003-4 units. I have. :S
Monaco can supply the drawing to fabricate and correct the problem and then your cruise control will not kick off.
You Still do not get it? The OP does not have a Monaco nor did he say anything about a front cap issue. His issue is cruise control on a HR/workhorse chassis Not Monaco.
In 2003, Holiday Rambler AKA HR was made by Monaco. Actually HR was bought by Monaco around 1996. The Admiral was built on a Workhorse chassis and the Monaco assembly line had some problems with the welds attaching the front end/cap to the chassis. After a short time, the welds would break and the steel would crack which made the front end shake quite a bit. This usually happened after 20,000-30,000 miles, depending on how rough the roads were. Unless corrected, it would get to the point where the steering wheel would shake and the cruise control would kick off with even a slight bump.
