Do my emergency exit windows open?

As the OP, I give up. My slider style windows look identical, from inside and outside. The red handles are similar, but not identical. The black handles flip up, making it obvious the window has been released for opening. The red handles flip up to a middle position and can then go up further to a near vertical position, so there is no obvious open position. In my photo, the latch appears closed. No matter the position, I cannot get the window to move. I guess I better hope I have no need for emergency exit soon.
