You may think you are confused but that is why I class HEAT PUMPS as different and distinct from HEATERS
Heaters create heat either by burning fuel of some kind or by heating a resistor element of some kind with electricity.. They convert energy from one form to another.
Heat pumps do not create heat any more than your water pump creates water. They simply move it from outside to inside.
