Heaters create heat either by burning fuel of some kind or by heating a resistor element of some kind with electricity.. They convert energy from one form to another.
Heat pumps do not create heat any more than your water pump creates water. They simply move it from outside to inside.
I wasn't confused about how heat pumps work, but rather how having the unit inside meant outside temperature didn't matter. I have a roof mounted unit now and don't see how a portable unit would be superior. (I put a heat pump in my first house in 1972 and I was WA8HIF BTW)
