Though it is not impossible you should not get a shock when touching the frame if not connected to shore power.. You have no "Return path" however if jacks are down.. Then it is possible.
In my case if I come in contact with selected chemicals (Like battery acid) it can FEEL like a shock. I am able to figure out the difference but the instant sensation is shock..
I will not tell how I determine the difference.
