Sounds like you should aim for routes that let you enjoy sights while on the road rather than stopping. Yellowstone, Columbia River, Redwoods, Pacific Coast. Pick stopping points where you really want to see something - maybe a Mt Rushmore or Graceland...
If you only have three weeks, you'll need many long driving days. I've done both the 2-300 mile/day approach and the iron man (1200 miles in a day) approach, and both can be enjoyable; but they require different plans.
