Not sure what intent you meant for this, but you have to read the first few words and then you have to read all of the section you are quoting from. "For the purposes of this section.." This is a definition of graywater that applies to this one law. This one law is dealing with construction of buildings and specifically creating buildings that have both a graywater and a blackwater waste system. Then the graywater would be used for things such as landscape irrigation, while the blackwater would go to the waste water treatment plant.
Basically, this definition has nothing to do with RV's.
