Any excuse is used to bump the price of fuel (gas or diesel) up. I personally belive it is all a game. How high can it go before the consumer stops buying? If you watch the prices, you will see that it goes "high" until sustained buying drops. Then the price starts dropping back down until it is at a level the consumer will tolerate. Plus the price goes up every summer for "summer traveling". Then drops a bit so they can raise due to "winter related costs" (winter fuel needs).
