HWH jacks with NO springs and in retract mode you can easily push them up by hand. IF you suspect weak rusted springs, in retract mode you can easily push them up fully by hand. IF you have to lever them up, the internal SEALS are defective. Replace or rebuild the bad jacks that do this. If the jacks retract at all, the solenoid is NOT the problem. Doug
