Tongue jack? Now, please correct me if I'm wrong here but, isn't a tongue jack a bit high to "tuck" under that rig, anywhere? I mean, aren't you talking about the ones that are supposed to go on the front of trailers?
Trying to do something that really requires the right tools/equipment/application with something that's not necessarily designed for your purpose, may, or may not result in a casualty. I've kind of been in that situation before where we purchased a 27' rig with no leveling system on it. I hear what you are saying about the tongue jacks height, seems like I have a lot of room above the frame to the floor of the MH but will measure once I am near a purchase of some sort. About the scissor jacks, I didn't think it would be a good idea to place them too close to the front or back for fear of twisting the frame with that kind of leverage?
I opted for the heaviest duty scissors jacks I could find at the time, (about 25 years ago) and welded them to the frame, close to the front on each side, and close to the rear on each side. Now, mind you, those don't have near the capacity of a hydraulic setup but, they sure did the trick in lifting at least some and, stabilizing the coach. And, with todays powerful battery operated impact guns, it's a matter of one minute and, your level, (within reason, depending on conditions when parking) and stabilized. Good luck.
P.S. Plus those scissors jacks are seriously cheaper than a tongue jack, if it's what I think it is.

being that I cant find a length on the tongue jacks I cant answer the length question. Up front under the hood there is plenty of room for a tongue jack up to 36" and could have a bracket welded to the end of the frame right in front of the crossmember. I thought there was a decent amount of room above the frame around the differential but will have to check before I go further. One problem in the back if I were to use the tongue jacks would be the manual crank handles if the unit fails
