As to the steel wool: my younger son, who's done a lot of rodent-proofing in houses, prefers to use the copper scrubbing pads that you can still get in a good hardware store. They're coarser than steel wool, and the copper will generate a little electrical current when chewed on. He pulls it out so there's room to put the foam nozzle right in the middle of the whole thing, and the foam then fills the spaces between copper strands.
