Unless your added panels are REALLY tight against the windows, they just slow down the IR heating of the interior from the hot glass panel.....which will get at least twice as hot. To be really effective, the covering must be on the outside.
It sounds to me like you need to service and/or upgrade only the one unit as you have almost exhausted insulation upgrades.....but an exterior windshield cover might make a big difference.
