Onan 5500 Starts then stops after releasing button

There is a few conclusions to that one being is that it was that way when he got it and another is i switched though i don't think i removed them both at same time

as far as the governor getting turned down there is a chance it was that way as though i did put a 1/2 turn on it trying to tune in the idle
