Sounds like the first order of business, is determining exactly what kind of brake you have.
Are you sure that it's an exhaust brake, rather than an engine brake?
Are you sure that it was made by PAC or possibly JACOBS, instead?
The latter would be better and JACOBS (JAKE) seems to have a larger market share, over PAC, for the engine brakes, which usually have two stages.
