Propane tank certification? 2003 Thor told must be nspected

Filled up today at Southern States in VA and first time guy stated my tank was out-of-date and needed to be certified to include new gauge, nozzle, and something else. Thought I read on this board a y...

Off Topic....but last weekend while on the Oregon Coast we saw a sign advertising,
"PREMIUM Propane."
