Quick Question on Dico sealant

Hello I was checking the dicor sealant on my roof. I noticed that there is some type of plastic shell over the dicor. The plastic shell is coming up. When I removed the the plastic shell the dicor under the shell is white and soft and looks to be in good shape.

My question is do i remove the plastic shell and more dicor to the area that need it. and is this plastic shell part of the dicor.
