X2, you don't want to be in the Philadelphia or north east area during Feburary.
The weather can be snow or, sunny and cold. Either way, it will be cold.
I would wait until April.
Just an FYI. I worked in downtown Philly for 2 week in Feb. 2015. I was on night shift. Not one night I was there was it over 0 degrees. Most every night was -20! You may want to rethink your timing.
