Limiting large vehicles to 68 MPH

As a big rig driver ( part time ) I want to put in my 2 cents worth. I did not read the article, but I can tell you one problem with the speed control on large fleets. One truck is limited to 68 mph. Another is set at 681/2, so he pulls out to pass and stays in the left lane for the next 5 miles with traffic backed up behind both because neither one will be considerate and not become a rolling road block. There are professional drivers and there are jerks out there.
