When I was in the Navy 25 years ago, it was called the MWR (Morale, Welfare & Recreation) Auto Hobby Shop. They are normally manned and operated by ASE certified master mechanics. Check on base and see if there is an auto hobby shop there. If they can't help, I am sure that they have plenty of off base contacts that might be able to provide assistance.
If I was in the area, I would gladly swing by and see if I could provide a little assistance.
