I would hesitate to apply anything over top of the 3M vinyl. The longevity of the new application is entirely dependent on whether or not your already degraded 3M cover continues to adhere to the front of your RV.
I would remove the 3M material first and since it does not have to be neat, it should not be too much problem. Once you are down to the fiberglass, then have the Rhino Liner sprayed on with the new color.
