If the plywood decking is outdoor "pressure treated" you do not need to "seal" it.
If is plain plywood, then simply paint it with a good quality outdoor rated paint. Much cheaper than any "bed liner" and will last many years before needing repainted.
I had a 4x8 utility trailer for nearly 20 yrs, I had to replace the non pressure treated plywood decking after 15 yrs. The original decking was simply painted with oil based paint from Tractor Supply.
I replaced the original plywood decking with PRESSURE TREATED plywood and gave it a coat of Tractor Supply paint after a couple of years. Sold the trailer 5 yrs after I replaced the decking and the plywood looked as good as new then.
A gallon of Tractor Supply paint costs $25 (hint, add in the hardner for this paint and it will give it some shine plus last longer)or so now days vs a couple of hundred for bed liner paint...
