I guess your ATS is checking the genset voltage and seeing something it doesn't like. Check to insure 240 volts between two hot leads (i.s. red and black). Also, the neutral (white wire) from the genset and the ground (green) from the genset has to be bonded (connected) together at some point. Most likely at the ATS. Verify that as well.
