The answer your question from a legal aspect under California law, is no you don't have to use the turnouts on a two-lane highway if you are able to drive the speed limit on that highway. That is the "legal" answer.
The smart thing to do is use the turnouts. The reason being is because even though you are able to maintain 55-60 on that 55 road, in California all those cars are going to want to 75+ so that means they are going to be passing you. The lives you save by allowing them to pass by using the turnouts may be the family of four in the Toyota coming in the opposite direction. And also don't forget if they have a head-on collision while passing you, there is a really good chance you're going to be involved in the accident too.
