I cannot say exactly which states but some states will give you a ticket if you are slower than traffic behind you even if you are going posted or above speed limit. It does not may a lot of sense to me
I doubt that's a law in any state on a two-lane highway. That is the law in most states on multilane roads. You can't get over in the fast lane and drive 55 even if it is the speed limit unless you are actively passing slower traffic in the right lane.
