On a 4 lane road in sunny California it is illegal to impede traffic even if you are going over the speed limit, in other words you are in the passing lane and cars that want to go faster than you are stacked up back there. Now think about this you are at maybe 60 to 65 miles per hour, a pretty sizable ticket, but think how much money that those guys behind you will bring into the state at the speed trap just up the road a lot more money a lot MORE.
So to put this into perspective they are going to be very unhappy with you for slowing down that money maker behind you and will probably get you for everything they can just to try and make up for the revenue you have lost the Great State of California. :B

Actually, this type of thing is not a problem as it relates to revenue generation in California like it is in some states. Especially not with the California Highway Patrol. The CHP budget comes entirely from vehicle registration fees. They get nothing from fine revenue from tickets. That all goes to the state general fund. It was set up that way on purpose to prevent the bosses at CHP from forcing the troopers to write more tickets just for the money. And it's a similar set up in cities as only a small percentage of the fine money comes back to the City and it does in to the City General fund.
