Spare Tire Carrier

Question

BF went looking around the 2002 Jayco Granite Ridge, and we found the spare tire mounted underneath the vehicle. Is there a rod or tool of some type to let the tire down from the carrier? If so, where would it be located since it is not in any of the compartments? Also, if there is a tool, where do you insert it to crank it down?

my winnie had a hole in the back bumper area that a rod went in to lower it.bumpy

My carrier is held in place with a nut and bolt: no mechanism to raise and lower the spare.
