Our Dynasty has 2 elements and it will keep up in those temps. Thor is not a high end ( or even mid end) and so one should not expect high end parts.

A bit of clarification on this point.
I have found the single element on my Marquis will hold 70 ish OK at temps down to ~45 or so but....at that temp it will not increase to 70 if I allow it get colder. Below that, yep needs the burner but the run time isn't bad. Limited hot water supply seems to be OK at 45 unless I'm calling for heat also, than all bets are off.
I guess what I'm trying to say is that, yes performance on one element is limited but you're not without...just not as good.
