towing 4 down question
when towing a vehicle behind a DP what is the allowed amount of difference between the towbar and the bracket pins as far as height distance goes?

I think blue ox will tell you keep them level, but if you cannot, keep towed vehicle no more than two inches lower than the receiver and NEVER higher than the receiver. Call blue ox and ask. People here have many answers so I recommend take a few minutes to get the real answer from the manufacturer.
