To me it sounds like they're making excuses for keeping it a long time.
My advice after working in aircraft repair for many years is to be the squeaky wheel. Be nice, don't be demanding but call them daily or even twice a day and ask for updates on its status. If they have to contact the manufacturer for some reason, call them back later that day and ask about it. Find out who they're calling and keep a list of all names. If things slow down too much then start calling those people yourself.
Above all, stay on them but be nice. We were always more inclined to go above and beyond for a nice person or someone we felt sorry for rather than some demanding and condescending ars-hat.
