Pay attention and re-read post by 'IAMICHABOD'
Both Atwood and Suburban RV water heaters have an 'air pocket' by design.
Water swells when heated...RV water system is a closed loop system.
W/O the air pocket pressure will increase enough to cause T&P Relief Valve to weep.
You do NOT need to drain water heater to re-establish the air pocket.
The 'procedure' posted by 'IAMICHABOD' is correct and will establish the air pocket.
Air pocket is usually established when first filling water heater tank but can be lost overtime as the air is absorbed into the hot water,
