Having bought several motor vehicles in one state and registering them in others, all I can say is that there is no standard way to do this. It depends on the rules in the state where you buy it and the state where you register it.
I've bought in Michigan and Missouri to register in Oklahoma, and I am the only one who can pay the taxes and apply for a title in Oklahoma, the state will not deal with the dealer. In Missouri I can leave the state with receipt, certificate of origin, and a temporary tag, and not pay taxes there. In Michigan, I cannot get off the lot without at least a "temporary" Michigan title, and the dealer is required to process that, collect the fees and taxes, and take those to the Secretary of State's office.
I've bought in South Carolina to register in Michigan, but did that under SC's wartime military rules, which is not a typical transaction.
I think it is unreasonable to ask an out of state dealer to handle tax and title transactions for you, and include that in the out the door price. Particularly with the tax situation is a perverse as it is for California, with taxes and inspections location specific. It is unlikely that a dealer in Indiana is licensed as a tax agent in California, or even as a car dealer in California.
