We purchased our MH in NJ while we lived in GA. We paid the dealer the price, plus sales tax, doc, licensing fees, etc. They gave us a check for the sales tax made out to our County's tax collector and a non-resident temporary tag and temporary registration. Our dealer told us if we were paying cash, they wouldn't charge us the sales tax and that we would just pay it when we registered it. Since we financed it the bank needed proof we paid sales tax.
When we got back to GA and registered it we handed them the check. They needed $18 more dollars from us because in NJ they don't charge tax on Licensing Fees and Doc Fees, but in GA they do.
It sounds like your dealer is being straight with you. You aren't registering it in the state you are buying it, so you wouldn't pay their registration fees.
