Ours has always worked this way and is normal. Our residential heat pump in our home also does this, but it has an auto de-frost mode that our RV model does not have. When it totally frosts up, it goes into auto de-frost mode for a few minutes, running in cooling mode to heat outside unit and melt off the frost. The RV unit just shuts off once it has frosted up.
