Not sure what you are looking for from workhorse or anyone else. You had your brakes done in 2004 based on the bulletin. I assume that was out of pocket (and your choice)since there was no formal recall program at that time. This means you took it upon yourself to change the original parts without there being recommended replacement parts under the later announced recall program. Then had them repaired again in 2007 after the fire and a third time in 2009. For all we know, the original brakes may have been fine until the recall was announced with no fires or damage occurring at all. Not sure this is a WH problem if you had the so called defective brakes replaced in 2004.
I believe workhorse began the recall program in 2010. There was no waiting period. I made an appointment with my authorized WH repair shop and they did the work. Had mine done back in late 2010. Not sure why you had to wait till 3 weeks ago. If you had the brakes repaired again under the recall program WH fulfilled its recall obligation and owes you nothing.
I can understand the psychological trauma your family suffered as a result of the fire, but it sounds like that was your choice to make your own brake repairs and let the unit sit for 3-4 years with no up keep or use.
If your not going to repair it your best bet is to sell it for what you can and move on with life.
