I don't know that you're stuck as I still can't figure out if the intent of the law is to impose and extra tax on privately owned RV's or not. If you're stuck because of the Tag then most all diesel RV's are stuck because they have GVWRing's of over 26k. So it either applies to private RV's or it doesn't. Arizona needs to decide which and make sure all their regulatory agencies are on the same page.
I don't believe this is a situation where it is all or nothing. The posting at the pump clearly states that any vehicle with more than two axles is not exempt. Additionally, it seems that folks are not well versed on exactly what the pump positing actually says. It lists with detail those vehicles that are exempt. No where does it list RVs. I must believe that in the list of exempt vehicles it would state RVs if they intended them to be exempt.
A sticker on the pump isn't law. And the issue is more than just three axles. If the three axle law applies to motorhomes then so does the 26,000 pound rule even if you have two axles. So yeah, it's all or nothing.
