No, it isn't, but like Forest River above me notes, National Parks tend to have very strict rules about dogs on trails, limiting them to very specific areas if they're even allowed at all (usually only allowed in campgrounds). If you are looking for places where you can take your dog(s) and take them out and about, you will have better luck with national forests, state forests and state parks.
I was trying to give you some ideas of things that you could do.
As far as Sequoia and Kings Canyon, yes, at New Years you might find a significant portion of the park unaccessible due to snowfall. You would need to have chains and cold weather and snow gear.
If Nevada is still on your mind, maybe something like Washoe Lake State Park would interest you, campground is open year round, no hookups though, or futher south Big Bend of the Colorado
Again, just giving you some options.
