I would disagree with this. In my experience fear biters will try to get away from what they are afraid of first and then if they can't they will resort to biting. If you approach a dog and it cowers from you it is telling you that it doesn't want you there. If you ignore this sign and continue moving in then good chance you will be bit. Heed the warning the dog is giving you and you and the dog will be fine.
lol. Apparently you have never been bitten by a fear biter!
Trust me not all fear biters cower first. :W
