For those who think this has something to do with CA as "the granola state," the reason is that, due to the fact that CA is in fact a state with a HUGE amount of agriculture, and that, in addition, we have large areas where the winter climate is too mild to kill off pests that would be kept in check in other places, we take extra steps to prevent infestations such as the legendary fruit fly disaster of the last century.
Interestingly, the booths have been maned on every crossing we have done in the last 10 years.
I have heard that a few times they have asked people with out-of-state (ie Montana and South Dakota) plates for their ID, if the ID says Calf, they pull them over for an "in-depth"
I've passed through the check point on I-10 twice in two weeks, and both times there wasn't anyone in the booth.
