Tied out is not under your control as witnessed by your dog breaking loose and getting into it with another dog. Thankfully dog on dog and NOT the little girl.
Yep.........you are to blame. Not the little girl walking by with her dog on a leash. The dog fight occurred in roadway NOT on your site. YOUR dog was loose.
Shame on you. Shame on you for blaming the little girl. SHE didn't let go of leash.
You are lucky that your dog wasn't removed. OR that yor weren't told to pack up and go.
