Restarts usually help, however once a month or so you should pull the battery for a few minutes...
Personally, I wouldn't use a program such as the witch doctor that you are referring to as they typically equate to the wolf guarding the hen house...
It is very easy for you to do the same thing.

(It doesn't really matter whose phone it is as the methods are the same...
Stop and delete all things that you don't use, however don't mess with anything that has "android" in it and you should be ok...
So many (useless to many)things are installed from factory or self installed that it eats up the ram and such. As an example, music apps will auto start (even though you are not listening to music) and use your resources in the background, slowing everything down. I won't get into the auto updates that eat up your data usage...
