The locals are on a spot beam on the satellite, think focused flashlight beam shining down on one spot. Move the dish from under the beam and you loose the channels. They can easily be authorized for your receiver. The other channels are part of a broader package and dispersed nationwide on the satellites. Very difficult to impossible for them to shut down for a specific area. They can only shut it off completely for a specific receiver. There is no way to determine where that receiver is located. Chuck
