Many wall-warts have no voltage regulation and it is the device that it plugs into that will handle the voltage regulation. I recently installed an amp meter that needed an isolated 6 to 24 volt supply. I had a 5 volt wall-wart and the output measured 9 volts so I used it.
The battery pack that the OP has is most likely a 12 volt lead acid gel-cell. A fully charged 12 volt lead acid battery should be around 12.7 volts. His 12.2 volt wall-wart will never fully charge it.
