If you have unlimited data the built-in hotspot probably won't work.
As far as your "running apps" question, the list you see when you hold down the home key are not apps that are currently running. This is the recent list - apps that were recently used. They may or may not be running in the background. Android has a sophisticated memory management system and does not require any kind of task-killing app or manual cleaning of the recent list. I would just leave them be.
