yes. soneone without the DNS service wishing to reveive local channels for the area they are in must change their service address with DTV to receive locals on a spot beam. spot beams are usually 100-150 miles wide but sometimes are larger. we had a spot beam from DISH network a few years back that stretched from Rapid City SD all the way to Rochester MN.
BTW...DISH does not offer DNS but has made changing service address a breeze with their mobile app. :B
