I guess I don't really have a complete understanding of this issue? Is this just a concern for those that have a Direct TV RV contract? I've had Direct TV for 20+ years and use receivers connected to my home address in the RV....I've traveled every where (cross country included) without ever losing my local networks connected to my home address. Yes, this does limit me to watching Los Angeles local news in New York on Network channels but I'm fine with that. I generally look for OTA signals for actual local news/weather.
The Networks are different than a local channel. A local channel is part of a Network. Channel 4 (WTAE) is ABC in Pittsburgh. It's shot from the satellite in a spot beam to a spot on the earth in an oval shape and it only extends a certain distance form the center of that oval. The provider authorizes your receiver to receive that beam and if your inside it you get your local channel, channel 4 WTAE out of Pittsburgh and their local programming, such as local news.
Now pack up your receiver and go to Orlando Florida, call the provider and change your address to Orlando. When you get there you're in a different spot beam. You'll get local channels but when you want ABC its going to be channel 9, WFTV. Its still ABC but the local newscast will be the TV stations newscast in Orlando. You'll still get the ABC network programming such as at night in prime time, but you won't get the local programming such as news you had in Pittsburgh. It's impossible as Channel 4 in Pittsburgh is not transmitted in the spot beam for Orlando.
Now if you only go to say Buffalo NY or CH
Beckley WV, you'll still get the Pittsburgh local channels as the spot beam extends that far.
