I had been using the phone WiFi hotspot heavily so it might start working again later when usage slows down. Thats not unherd of.

Yes Just plug you phone via USB cable in your laptop or PC.

What he means is that he has the phone tethered via USB cable to his computer to provide an internet connection and then created a hotspot on the computer so that other devices could connect to it and share that connection.
I doubt you could do this with your tablet (unless it's a Windows tablet).
When I first got my LG G2 phone, PDANet wouldn't work on it so I had to use this same method. After the FCC made it's ruling that Verizon couldn't block people from using a hotspot, I got a system update that made it so that PDANet started working. Now, PDANet no longer works on my phone so I will need to revert back to using this method again.
