An engineer that supervised my division of traffic signal operations decided he would put GPS tracker in all our emergency vehicles. He bought a complete system from the CHP, they found it was cumbersome and very labor intensive. The signal electricians hacked his program and entered where they went manually. He finally decided to costly and aggravating to operate and too easy to fool.
